Warning Letter issued to second party contractor Michels Canada

Read our Warning Letter to Michels Canada after a pipeline was damaged near Pink Mountain, BC.

Michels Canada is a construction contractor hired by Westcoast Energy GP Inc. on behalf of Westcoast Energy Limited Partnership (Westcoast). The contracted crew was installing a 24-inch-diameter pipeline under two active Westcoast pipelines. During this work, the crew struck one of these natural gas pipelines prompting an evacuation of workers in the area. Westcoast reported the incident to the CER the same day.

The pipeline has since been repaired and returned to service.

Thankfully, no injuries were reported, and no public evacuation was required. This warning letter shares our serious concerns around this incident. We expect companies and their contractors to work safely near pipelines and ensure they are following all our regulations.

Any future reported events involving Michels Canada may result in further enforcement action per the CER’s enforcement policy and procedures.
